Present-state revalidation
This is the successor Velos R1 chain. It does not inherit technical freeze, execution authority, or evidentiary completion from the prior closed chain.
CURRENT AUTHORITY BOUNDARY
Continuity must be established before execution can earn standing.
The participant has represented that the environment remains held with zero execution and zero state mutation. That representation is admitted as participant evidence to examine; it is not independently sufficient to establish present-state continuity. TA-14 must compare the returned present-state identities against the retained August 27 baseline.

Do not execute. Do not mutate. Do not manufacture continuity.
No replacement evidence from the prior chain may be generated and presented as the lost original package. No prior freeze is silently carried forward. If the present-state evidence establishes continuity sufficiently, TA-14 may issue a new Technical Configuration Freeze for this chain. If it does not, the chain remains held or advances only through an explicit new determination.
