Independent examination of the frozen VSA Fourth Demonstration review surface. The finding is bounded to the submitted synthetic governance surface and does not extend beyond the preserved claim ceiling.
WHAT TA-14 ESTABLISHED
The frozen object earned the bounded finding it received.
TA-14 established the submitted examination object, confirmed the admitted evidence boundary, examined the eight declared falsifiers, and evaluated the controlling proposition against the frozen evidence. TA-14 did not rerun the participant's science, alter the proposition, expand the claim ceiling, add evidence, or relax an acceptance condition.

The finding does not establish global route exhaustiveness, global real-world mission possibility or impossibility, regulatory or clinical authority, treatment or release readiness, or claims outside the frozen surface.
INSTITUTIONAL RULE
Later success does not rewrite an earlier adverse state, and a bounded PASS does not silently expand itself.
This record preserves the determination exactly where the admitted evidence placed it. Any materially new proposition requires a new frozen object, new evidence boundary, and new chain.
