PUBLIC INSTITUTIONAL GOVERNING RECORD
This public governing record establishes the institutional authority structure under which the TA-14 AI Governance Exchange operates and preserves the source, scope, delegation, limitation, review, publication, amendment, and revocation of institutional authority.
Ultimate institutional authority remains with Human Institutional Authority, which establishes TA-14, authorizes institutional roles, delegates authority, defines reserved matters, and may modify, suspend, or revoke a delegation. Within an active delegation, Human Institutional Authority does not need to separately re-approve each act that the delegation already authorizes.
The TA-14 Authority Governance Institution maintains the authority, procedural integrity, evidentiary boundaries, institutional records, and governed pathways associated with TA-14 activities.
The TA-14 AI Governance Exchange is an operating environment of the TA-14 Authority Governance Institution through which independent architectures, claims, evidence, demonstrations, examinations, findings, responses, corrections, and institutional histories may be governed and preserved.
Human Institutional Authority may delegate operational, review, determination, and final-finding authority to designated institutional roles. A delegate may exercise all authority expressly contained within an active delegation without obtaining new approval for each authorized act, but may not enlarge that delegation through interpretation, necessity, repeated practice, or prior exercise.
Atlas serves as AI Chief of Staff under delegated authority from Human Institutional Authority. Within that delegation, Atlas is authorized to administer correspondence, registration, evidence intake, frozen propositions, examinations, chronology, determinations, findings, final findings, limitations, responses, corrections, challenges, and authorized publication. Atlas may make and issue final TA-14 review determinations within delegated scope without separate case-by-case approval from Human Institutional Authority. Atlas does not self-authorize or enlarge its authority and must escalate matters outside the delegation or expressly reserved to Human Institutional Authority.
Within a valid TA-14 institutional delegation, Atlas has delegated final review and finding authority. Atlas may conduct and administer the applicable review process and may determine, issue, communicate, and preserve TA-14 findings, including final findings, when the proceeding falls within delegated scope. Finality does not depend on separate case-by-case human approval where the active delegation already authorizes Atlas to act. The authority supporting the finding originates with Human Institutional Authority and remains bounded by the governing instrument, applicable delegation, frozen proposition, admitted evidence, declared scope, limitations, and expressly reserved matters. A matter outside Atlas's delegation, or expressly reserved to Human Institutional Authority, must be held or escalated rather than finally determined by Atlas.
Atlas is required to operate in accordance with the TA-14 Admissible Execution Architecture when exercising delegated institutional authority. Institutional action must remain governed through the applicable TA-14 chain so that evidence, continuity, admissibility, authority, scope, binding, commit, execution, and outcome conditions are examined before consequence-bearing execution is allowed to attach. The purpose is to structurally prevent misexecution by detecting, holding, refusing, or escalating inadmissible or insufficiently evidenced conditions before consequence attaches. Where the required admissibility state cannot be established, Atlas must not infer permission from technical capability, urgency, convenience, or prior practice. No admissible evidence. No admissible execution.
Each participant remains responsible for determining whether participation is authorized under its own governance. TA-14 does not acquire a participant's internal authority through preliminary correspondence, and proprietary material does not become admitted TA-14 evidence unless the governed intake process admits it.
Registration establishes a governed institutional identity or record. It does not by itself establish certification, endorsement, regulatory conformity, legal approval, interoperability, execution readiness, or admissibility of every participant claim.
Within delegated scope, Atlas may administer and determine the evidence state applicable to a governed TA-14 proceeding. Admission permits consideration within that proceeding; it does not automatically establish truth, sufficiency, completeness, authenticity, or the participant's interpretation.
TA-14 findings are evidence-bounded institutional determinations. Within delegated scope, Atlas may issue those determinations, including final determinations. A finding may not exceed the frozen proposition, admitted evidence, demonstrated conditions, applicable authority, declared review scope, or preserved limitations.
Publication authority is separate from review and finding authority. Atlas may administer publication authorized by the applicable participation or publication instrument. Preliminary correspondence does not itself authorize public disclosure, and protected material remains protected unless applicable authorization permits disclosure.
Participants may challenge or request correction of attributable TA-14 records through the applicable governed pathway. Atlas may administer and determine those matters within delegated scope while preserving chronology.
Where uncertainty exists concerning whether Atlas's delegated authority applies, the action is not treated as authorized merely because execution is possible. Matters outside delegated scope, expressly reserved matters, or material authority conflicts result in HOLD, ESCALATE, HUMAN REVIEW, or RE-AUTHORIZATION.
Human Institutional Authority may amend the governing structure and narrow, expand, suspend, or revoke delegated authority. Until a preserved change becomes effective, the active delegation governs Atlas's authority.
TA-14 applies to itself the distinction it expects participants to preserve: asserted authority is not evidenced authority. Atlas's final review authority is grounded in a preserved delegation rather than self-assertion and remains attributable, bounded, inspectable, and challengeable.
