"The Institutional Titration Framework (ITF) is a governance and analytical architecture designed to evaluate administrative efficiency and institutional integrity without compromising informational ethics. It serves researchers, institutions, and algorithmic systems by quantifying procedural friction, structural delays, and temporal resistance (T). ITF is intended to be used as a diagnostic and calibration instrument to stress-test institutional decisions, ensuring that administrative processes do not operate on borrowed integrity.
