Governance identity entered the TA-14 public Registry

The Framework-Independent Constitutional Systems Qualification Protocol (FICSQP) is a governance and assurance protocol for testing whether consequential systems can support the claims they make about authority, evidence, responsibility, decision-making, execution and accountability. It is designed to test not only the system under examination, but also the validity of the qualification process itself. Before results can be relied upon, FICSQP requires the relevant mandate, evidence surfaces, claim scope, jurisdiction, falsifiers, test conditions, implementation identity and interpretation rules to be defined and frozen in advance. The protocol is framework-independent. It does not require a system to adopt any particular architecture, terminology, ontology or implementation method. Different sovereign architectures can therefore be examined against common constitutional questions without either architecture being rewritten to resemble the other. FICSQP is intended for organisations, system architects, assurance teams, evaluators and institutions that need a falsifiable and evidence-based method for examining consequential AI, automated or constitutional systems. Its purpose is to distinguish what a system claims from what its implementation actually demonstrates, preserve uncertainty and limitations, identify invalid or untestable conditions, and leave a reconstructable qualification record showing what was tested, what evidence was used, what was observed and what conclusions are legitimately supported.
