Governance identity entered the TA-14 public Registry

Constitutional Memory (BlackVault™) is a governed memory substrate for persistent AI systems. It captures, seals, and preserves what a system retained at the moment of a consequential decision, and under whose authority that information was retained — producing a tamper-evident, hash-chained, independently verifiable record. It serves organisations deploying persistent, agentic AI systems in contexts where a board, regulator, auditor, or insurer may later need to demonstrate what the system knew and under whose authority it acted — currently addressed only thinly, if at all, by existing AI governance frameworks (EU AI Act, NIST AI RMF, ISO/IEC 42001, OECD Principles). Constitutional Memory does not itself govern or gate consequence-bearing activity. It does not decide whether an action is permitted, does not enforce a decision, and does not adjudicate authority disputes — those functions sit at a separate enforcement layer, outside this registration's scope (see Non-Claims). What Constitutional Memory governs is the retained record that any downstream enforcement, audit, or accountability process would need in order to reconstruct what happened and under what authority — the evidentiary substrate a governance decision would act upon, not the mechanism that acts.
