Governance identity entered the TA-14 public Registry

The SCGA Examination Architecture v0.6 is a frozen adversarial examination framework designed to test claims made about the Sovereign Constitutional Governance Architecture (SCGA) without presuming that those claims are true. It defines what must be examined, which predicates and evidence are required, how applicability is established, how conditional branches propagate, how exclusions and out-of-scope conditions are handled, how current-instance and drift conditions are treated, and when an examination result may or may not be established. The architecture is intended for independent examiners, governance reviewers and evidence authorities who need a controlled and reproducible way to test SCGA against its expressly bounded claims. Its central rule is that a predicate state is not automatically equivalent to reality. A requirement or examination branch may only be suppressed where exclusion or non-applicability is sufficiently established by the required evidence. Version 0.6 completed the frozen architectural redesign cycle under SCGA Examination Architecture Successor Stopping Rule v1.0, with no remaining blocking architectural finding established. It is therefore frozen for execution. This registration does not state that SCGA itself has passed examination, been validated, or been proven correct. It records the examination architecture that will now be used to conduct that substantive examination.
