Its filing is comparatively disciplined about this boundary: it does not claim to originate authority, adjudicate authority disputes, establish admissibility by itself, or govern consequence-bearing execution. The strongest next evidence would be independently inspectable implementation proof for Layers 0–2 and a bounded demonstration of the unresolved authority-source boundary.
