Elias Constitutional Governance Kernel

ECGK v1.0.0 is an independently stewarded Elias Systems Ltd governance architecture designed to make pre-execution permission an explicit governance determination rather than an inference from model capability, confidence, or technical success.

ECGK is developed and stewarded by Gary Williams through Elias Systems Ltd. It entered the TA-14 AI Governance Registry under permanent Registry Identifier TA-14-AIGR-000019. Its registration preserves a version-bound identity, authority basis, ownership declaration, claims, non-claims, limitations, evidence package, and public chronology. TA-14 does not acquire authorship or ownership of ECGK through registration.

ECGK is building a bounded external pre-execution governance layer for AI-mediated activity. Its central design question is whether sufficient identity, authority, evidence, governance state, and execution conditions exist for a proposed consequence-bearing action to proceed. The architecture distinguishes capability from authority and supports explicit permit, refusal, or review outcomes rather than treating model output as self-authorizing.

ECGK v1.0.0 declares that it evaluates proposed activity against explicit admissibility and governance conditions before execution; separates technical capability from the authority required for consequence-bearing execution; produces explicit governance determinations; preserves uncertainty as a legitimate governance state; and has been subjected to a defined initial adversarial test set with recorded outputs against the frozen version. Its registration also preserves extensive non-claims: it does not certify safety, legality, ethics, compliance, or fitness; confer authority; replace human accountability or independent assurance; guarantee detection of malicious or incomplete inputs; guarantee prevention of harm; or claim exhaustive validation.

TA-14 is paying attention because ECGK addresses a core execution-governance boundary: a system being technically capable of acting does not establish that it possesses legitimate authority to create consequence. ECGK also preserves failure evidence. Its v1.0.0 limitations explicitly state that later hard-veto, trust-verification, attestation, replay-protection, receipt/session binding, and TOCTOU protections were not present in this version. That makes version-specific evidence particularly important: later improvement must not be used as retrospective proof of an earlier architecture.

Registration establishes a dated, attributable, version-bound institutional baseline for ECGK v1.0.0 under permanent Registry Identifier TA-14-AIGR-000019. The public record preserves its steward, ownership and authority basis, claims, explicit non-claims, known limitations, public evidence package, and lifecycle history. Registration is not certification, endorsement, regulatory approval, legal validation, technical validation, independent assurance, or proof that broader Elias architecture claims have been established.

ECGK now has a permanent Registry baseline to which later versions, adversarial tests, evidence challenges, governed artifacts, demonstrations, implementation examinations, participant responses, and correction history can be attached. Future evidence should remain version-specific. A later ECGK version may demonstrate that a weakness was addressed, but that later evidence should not rewrite what v1.0.0 did or did not establish.

ECGK enters the public record with a strong and testable proposition: capability is not authority. Its v1.0.0 record is also valuable because the architecture does not hide its early limitations. The preserved evidence describes bounded implementation behavior and adversarial testing that exposed missing hard-veto protections. That creates the kind of chronology the Exchange is intended to preserve: declaration, implementation, failure evidence, correction, later versioning, and further examination without rewriting the earlier record. ECGK remains independently stewarded by Gary Williams and Elias Systems Ltd. TA-14 preserves and may examine bounded claims; it does not certify ECGK by registration or generalize its evidence beyond the registered boundary.
