The profile does not replace the Registry record.
The Registry preserves the attributable declaration. This Governance Profile is the TA-14 Authority's public institutional commentary about what entered that record and why the architecture may be significant.
This TA-14 Governance Profile is institutional commentary about a registered governance architecture. Registration is not certification, endorsement, legal validation, regulatory approval, ownership adjudication, or proof of technical performance.
GSS does not evaluate whether a consequential decision is correct, optimal, ethical, lawful, or appropriate. It governs whether the decision was permitted to acquire governed standing under the applicable governance conditions. GSS does not replace the authority, judgment, or domain expertise of the human or institutional decision maker. It governs the conditions surrounding decision formation, not the substantive merits of the decision itself. GSS does not certify or guarantee the behavior of any particular implementation. The architecture defines normative requirements. Conformance of a specific implementation is a separate qualification question. Examination of a bounded GSS claim does not constitute certification, validation, or endorsement of the complete GSS architecture or of any implementation derived from it.

TA-14 Governance Profiles begin with an attributable Registry record. Independent governance architectures keep their own identity, claims, boundaries, stewardship, and evidence.
