Harmonic Constitutional Runtime

Harmonic Constitutional Runtime is a bounded constitutional continuation runtime for AI-enabled and automated systems. It is designed to determine whether a proposed consequential transition remains supportable at the point of execution under the institution’s presented state, evidence, authority, continuity conditions, and consequence boundary.

Harmonic serves institutions that need to separate model recommendation, capability, or prior approval from present authority to act. It does not replace domain expertise, organizational accountability, or institutional execution authority. Instead, it evaluates whether continuation remains constitutionally admissible before consequence binds.

The runtime can return distinct governed states such as allow, constrain, escalate, block, or emergency continuity, while preserving the reason for the determination and the evidence boundary supporting it.

Version 2.0 also preserves attributable constitutional evidence relationships among presented state, determination, receipt, replay, and later execution evidence where available.
