TA-14 AI Governance Exchange Architecture

TA-14 AI Governance Exchange Architecture is an institutional architecture for registering, reviewing, preserving, challenging, and publishing AI governance systems, architectures, execution artifacts, governed records, demonstrations, and related evidence. It is designed for governance entities, architecture originators, institutional reviewers, system owners, auditors, and the public who need a dated, attributable, versioned record of what a governance architecture claims, what evidence supports it, what it does not claim, how it was reviewed, and how its status changes over time.

The Exchange separates registration, evidence preservation, review, acceptance, identifier assignment, publication, dispute handling, supersession, withdrawal, and archival into distinct governed acts. It supports permanent Registry identifiers, public and controlled records, review pathways, execution-artifact preservation, governed demonstrations, Partner Review Network participation, and lifecycle history.

The architecture is intended to make AI governance claims inspectable without collapsing registration into certification or review into endorsement. A Registry record preserves identity, provenance, scope, claims, non-claims, evidence relationships, rights, and lineage. It does not, by itself, establish legal validity, technical efficacy, regulatory approval, ownership priority, or fitness for use.

TA-14 AI Governance Exchange Architecture is stewarded by Greggory Don Butler within the TA-14 Authority Governance Institution.

The Exchange exists as a distinct institutional architecture within TA-14 for preserving attributable governance identity, Registry records, governed review, evidence relationships, demonstrations, responses, lifecycle history, and publication boundaries.

Its role is not to replace the identity of participating governance entities. The Exchange provides the institutional environment in which independent architectures can enter the public record under their own names, versions, stewards, claims, non-claims, evidence, and provenance.

That separation is foundational to the Exchange: the governance entity remains independently attributable, while the Exchange preserves the institutional record of what was declared, reviewed, challenged, published, superseded, withdrawn, or archived.

The TA-14 AI Governance Exchange Architecture is building an institutional governance environment for preserving AI governance identity, evidence, review, response, demonstration, artifact, and publication history as separate but connected records.

Its architecture separates the major institutional acts that are often collapsed together elsewhere: registration, evidence preservation, review, acceptance, identifier assignment, publication, dispute handling, factual correction, participant response, supersession, withdrawal, archival, and future governed continuation.

The Exchange is designed so that a governance architecture can enter the institutional record without surrendering its identity to TA-14. Independent systems remain independently attributable while the Exchange provides persistent identifiers, controlled review pathways, public and non-public record states, preserved chronology, response mechanisms, and lifecycle continuity.

The governing design principle is that an institutional record should remain inspectable over time: who declared what, under which version, with what evidence, subject to which review or challenge, and what changed afterward should remain distinguishable rather than being silently rewritten into a single current-state page.

The TA-14 AI Governance Exchange Architecture declares an institutional role in receiving, registering, preserving, reviewing, challenging, and publishing attributable records concerning AI governance architectures and related governance activity.

Its registered scope includes governance architecture registration, permanent Registry identifiers, evidence relationships, review pathways, execution-artifact preservation, governed demonstrations, participant and independent responses, lifecycle history, disputes, supersession, withdrawal, and archival.

The Exchange separates the existence of a Registry record from later determinations about the architecture represented by that record. Registration records what was declared and preserves its attributable baseline; it does not convert the declaration into certification, endorsement, technical validation, legal validity, regulatory approval, ownership priority, or fitness for use.

The Exchange further preserves distinctions among registrants, governance stewards, TA-14 reviewers, participants, challengers, evidence sources, and institutional publications so that separate voices and authorities remain attributable throughout the record lifecycle.

TA-14 is paying attention to the Exchange because institutional governance requires more than publishing conclusions. It requires a preserved structure showing how identities, declarations, evidence, reviews, challenges, responses, demonstrations, artifacts, and lifecycle events became part of the record.

The Exchange operationalizes that requirement by creating governed pathways through which independent AI governance architectures can remain independently attributable while participating in a common institutional environment.

The TA-14 AI Governance Exchange Architecture may support future governed work including new Registry registrations, evidence preservation, review records, factual corrections, participant responses, independent reviews, evidence challenges, technical comments, demonstrations, execution artifacts, supersession events, withdrawals, and archival actions.

Each future record should remain separately attributable to its own source, authority, date, version, and institutional role rather than being absorbed into a single undifferentiated history.

The Exchange can also serve as the persistent institutional anchor connecting a registered governance architecture to later demonstrations, reviews, responses, findings, artifacts, and public references while preserving the distinction between the original registration baseline and everything that follows from it.

That continuity matters because later collaboration, challenge, implementation, or review should be able to show what existed before the interaction, what changed during it, who introduced the change, and what institutional act authorized the resulting record.
