TA-14 Admissible Human Intervention Architecture

TA-14 Admissible Human Intervention Architecture v1.0 is a registered TA-14 architecture family within the broader Admissible Execution Architecture. It establishes Human Standing, the Human Admissibility Boundary, AHI-0 through AHI-5 intervention levels, a Minimum Human Intervention Evidence Package, pressure-survivability requirements, fail-closed intervention governance, and admissible non-occurrence as a governed outcome.

Greggory Don Butler is the declared founder, author, claimant, and steward of AHIA v1.0 through the TA-14 Authority Governance Institution. The permanent Registry record preserves that declaration, chronology, scope, claims, non-claims, evidence relationship, and stewardship without converting registration into certification.

AHIA is built to answer a narrower and harder question than whether a workflow includes a human. It asks whether the human intervention itself has present standing to affect consequence. The architecture evaluates evidence available to the human, continuity of the underlying state, standing, authority, scope, competence, operating conditions, independence, refusal and escalation capacity, determination state, binding and commitment boundaries, execution fidelity, outcome, and future reliance.

The registered baseline declares that human presence alone does not establish governed intervention; consequence-bearing intervention must itself be evaluated for admissibility. It declares Human Standing and a Human Admissibility Boundary, AHI-0 through AHI-5 intervention levels, a Minimum Human Intervention Evidence Package, pressure-survivability requirements, fail-closed governance, and admissible non-occurrence. These are registered architectural claims, not universal findings about every implementation.

TA-14 is paying attention because human-in-the-loop is widely treated as a sufficient governance answer even when the human lacks current evidence, valid authority, sufficient scope, domain competence, meaningful independence, or actual ability to refuse consequence. AHIA converts human presence from a checkbox into an inspectable consequence-bearing governance object.

Registration establishes a dated, attributable, version-bound public baseline for AHIA v1.0 under TA-14-AIGR-000028. It preserves the architecture as declared, including claims, explicit non-claims, limitations, public evidence, scope, and chronology. Registration is not certification, endorsement, legal approval, regulatory approval, production validation, or proof that any specific third-party implementation conforms to AHIA.

AHIA now has a permanent Registry identity, one preserved registration-evidence record, public chronology, and a Governance Profile to which future Founding Demonstrations, execution artifacts, bounded human-intervention cases, interoperability examinations, evidence challenges, successor versions, corrections, and independent publications can be attached. Future findings should remain tied to the exact human, authority state, evidence state, route, consequence, version, and intervention boundary examined.

The strongest next governed work is a bounded Founding Demonstration that forces a human-intervention decision under changed evidence or authority conditions and asks whether the architecture can distinguish admissible intervention from mere human presence. A useful demonstration should include an outcome in which the correct governed result is HOLD, DENY, ESCALATE, narrowing, or admissible non-occurrence rather than assuming that human approval should always release execution.
