AirGradient and the OpenAir Foundation focus on making environmental conditions visible, open and locally useful. TA-14 does not replace that monitoring layer. This showroom examines the next seam: when a measurement supports a proposed real-world consequence, what evidence, authority and standing must exist before action becomes admissible?
Monitoring becomes public infrastructure when communities can use it.
UNICEF documents a nationwide Lao PDR program with AirGradient monitors in 148 schools across 148 districts. The program combines real-time air-quality data with training, local capacity building and AI-supported forecasting. AirGradient has separately described the broader deployment as roughly 160 monitors. The OpenAir Foundation now frames measurement as the beginning of a longer journey toward practical protection.

Monitoring hardware, firmware, tools and open-data pathways are central to the AirGradient / OpenAir approach.
Teachers, students and officials are trained to understand, maintain and use the monitoring network.
OpenAir Foundation explicitly frames monitoring as a starting point rather than the end state.
Indoor evidence can point one way. Outdoor evidence can point the other.
VENTILATION PRESSURE
Closing a naturally ventilated classroom can allow heat, CO₂ and ventilation concerns to worsen. Indoor measurements may support a need to change conditions.
POLLUTION PRESSURE
During regional burning or smoke events, opening the building may import polluted outdoor air. Outdoor measurements may support the opposite response.
IT MAKES THE CONFLICT VISIBLE.
Measurement → Evidence → Authority → Action → Verification
The environmental condition becomes observable.
Identity, timing, continuity, calibration context and applicability are examined.
The actor, policy or system empowered to approve this consequence is identified.
A specific bounded intervention is committed and executed by the authorized party.
The resulting condition becomes new evidence and may require revalidation.
The air-quality path is the entry question. TA-14 keeps the full examination intact.
The air-quality path is an entry question for this showroom. It does not replace the canonical TA-14 architecture. Measurements must still survive the record, continuity, admissibility, authority, standing and execution-boundary examination before a proposed consequence may become real.
The same measurements can lead to different governance outcomes.
These are bounded governance examples, not ventilation, filtration, exposure or medical guidance. No intervention threshold is asserted and TA-14 does not select the physical response.
The measurements may be current, but the proposed consequence stops before execution because Applicable Authority has not been established.
Authority exists, but the actor or system seeking execution has not established standing for this consequence. The matter is routed for authorized review.
The governance gates are established for the selected bounded consequence. ALLOW is a TA-14 determination of admissibility, not a command to operate equipment.
The point is not that one response is always correct. The point is that a measurement cannot silently become execution. Evidence, Applicable Authority, Established Standing and bounded scope must survive before the consequence may become reality.
Keep the monitoring architecture. Govern the seam.
Measurement hardware, data pathways, public monitoring tools and associated technical infrastructure remain independently governed.
Open-source stewardship, community capacity, public-interest infrastructure and protection programs remain independently governed.
Schools, ministries, agencies, facility operators and other competent actors retain their own legal and operational authority.
Examines whether a proposed consequence has sufficient Admissible Evidence, Applicable Authority and Established Standing to become reality NOW.
