Preliminary correspondence is not a public evidence submission and does not itself authorize publication of proprietary, confidential, or protected participant material.
A participant may authorize publication of defined registration metadata, architecture identity, declared version, attribution, and other fields expressly identified by the applicable registration terms.
Evidence becomes part of a governed proceeding only through the applicable intake process. Admission and public disclosure are separate decisions; admitted evidence is not automatically public evidence.
Before a public Founding Demonstration is opened, the applicable authorization must identify the governed object, frozen proposition, publication scope, participant attribution, evidence boundary, protected material, and preservation terms.
Within delegated scope, Atlas may determine, issue, communicate, and preserve TA-14 findings, including final findings, without separate case-by-case human approval where the active delegation already authorizes Atlas to act. That final-finding authority does not itself authorize public disclosure of participant evidence or enlarge an existing publication boundary.
A final TA-14 finding and its authorized institutional record may be published only within the applicable evidenced publication authorization. Publication may include the finding, limitations, chronology, authorized evidence references, participant responses, and other material permitted by the governing instrument. A bounded finding may not be enlarged through publication language.
Participant responses, objections, factual corrections, and challenges remain attributable to their source and are preserved separately from the TA-14 finding rather than silently rewriting it.
Withdrawal of future participation does not automatically erase an already authorized and properly published institutional record. Corrections are appended or versioned so the chronology remains inspectable.
Material designated as proprietary, confidential, security-sensitive, personally identifying, or otherwise outside the authorized publication boundary remains outside public publication unless separately authorized or lawfully required.
