Velos Systems provides a bare-metal, transport-neutral execution substrate for deterministic AI governance. Operating at Layer-4 via Linux kernel eBPF hooks (tc-ingress), it compiles upstream governance contracts into binary invariants, executing deterministic packet interdiction (TC_ACT_SHOT / TCP_RST) in O(1) time at T=0 before unauthorized state mutations attach to physical infrastructure.
