Who They Are

FICSQP is jointly authored and co-developed by Gary Williams and Tim Zlomke. The Registry preserves that shared protocol identity while keeping FICSQP distinct from each contributor’s pre-existing architectures and intellectual property, including Elias, Harmonic, Moral Clarity AI, and other separately owned work. Registration preserves provenance; it does not merge those architectures or adjudicate intellectual-property priority.

What They Are Building

FICSQP is building a framework-independent qualification discipline for constitutional and governance claims. Its method emphasizes prospectively defined claims, evidence surfaces, falsifiers, counterfactual testing, bounded support scope, attribution of invalid or unavailable conditions, and reconstructable Qualification Receipts. The protocol preserves uncertainty and evidentiary ceilings rather than converting incomplete evidence into stronger conclusions.

What They Declared

FICSQP declares that claims should be tested against prospectively established qualification conditions and that demonstrated support must remain bounded to the evidence and coverage actually achieved. It distinguishes representation from reality, determination from authority, and governance determination from demonstrated causal control over execution. It explicitly does not certify safety, compliance, production readiness, deployment suitability, universal superiority, or institutional authority.

TA-14 Institutional Commentary

FICSQP enters the public record with a disciplined proposition: define the claim and its falsifiers before seeing the answer, preserve what the evidence can and cannot support, and do not allow a qualification result to become authority by itself. FICSQP remains independently attributed to Gary Williams and Tim Zlomke; TA-14 preserves the registered baseline and may examine bounded cases without absorbing the protocol or predetermining future findings.
