Chrisostomos (Chris) Kechagias is the declared independent founder, author and custodian of Governance Formation™ / Governance Five™ ©. The Registry record identifies Power Group Purchasing™ as the associated organisation and preserves Chris’s declared authorship, stewardship and rights position without transferring authorship, custodianship, licensing authority or architectural sovereignty to TA-14.

The permanent record also preserves the architecture’s claimed establishment chronology, contemporary version state, intellectual-property position and registration boundaries as registrant declarations rather than TA-14 adjudications of ownership or priority.

What They Are Building

Governance Formation™ is presented as an upstream governance discipline for forming an authorised governing position before implementation or operational reliance begins. Governance Five™ © is the structured method expression through which that discipline is applied.

The registered architecture identifies and structures the relevant consequence and authority boundaries, structures participation by relevant authorities, stakeholders, duties, interests and expertise, aggregates multiple valid inputs and trade-offs, forms an authorised governing position, preserves traceability between formation and implementation conditions, and provides for governance re-entry when material conditions change.

Its architectural distinction is consequential: downstream digital, AI, automated or human systems may preserve or act within an authorised governing position, but they are not thereby treated as the source of the authority that formed it.

What They Declared

The Version 1.0 Registry baseline declares a repeatable architecture for forming and recording governing judgement before implementation or operational reliance. It declares explicit treatment of scope, authority, consequences, constraints, participation, trade-offs, traceability and materially changed conditions.

It also declares applicability across human, organisational, digital and hybrid environments, including AI and automated systems, while separating the formation of governing judgement and its authorisation by the appropriate organisational authority from downstream implementation, execution, monitoring and evidence, so that operational systems may preserve or act within an authorised governing position without themselves becoming the source of organisational authority.

The registration expressly does not claim that the architecture creates statutory, regulatory, board, executive, delegated, contractual or organisational authority; replaces applicable law or professional judgement; certifies safety, legality, ethics or compliance; guarantees complete stakeholder or risk capture; guarantees outcomes; or proves that downstream implementation faithfully preserved the authorised governing position.

TA-14 Institutional Commentary

Governance Formation™ / Governance Five™ © introduces a compelling upstream question for governed systems: before asking whether execution is admissible, what authorised governing position was legitimately formed for implementation to preserve?

The architecture is strongest where it refuses to make downstream implementation self-authorising. A runtime may receive a governing state, but receiving, monitoring or technically executing that state does not make the runtime the source of the authority behind it. Likewise, a historical governance record does not by itself prove faithful downstream implementation.

For TA-14, that creates a serious examination opportunity without requiring architectural convergence: freeze the governing position, preserve the interface boundary, introduce a material change in evidence, authority or conditions, and test whether the resulting handoff and re-entry obligations remain attributable on both sides. No interoperability result should be presumed before that examination occurs.

Public Chronology

History should accumulate, not disappear.

The registration remains the foundation. Every later governed artifact becomes another dated point in the preserved public record.
