REGISTERED - ATTRIBUTABLE, BOUNDED, PRESERVED

TA-14 accepted the ESGL v1.0 record for Registry finalization after bounded institutional and provenance review. Registration establishes identity, chronology, and a preserved baseline. It does not certify performance, legality, safety, operational suitability, or fitness for execution.

What ESGL governs

The registered proposition is not that search is trustworthy. It is that search-mediated evidence must earn standing before it can influence consequence.

C01Search and retrieval outputs do not automatically become governing truth.

C02Search-derived evidence requires attributable provenance and an evidential basis before consequential use.

C03Retrieval, evidential admissibility, governing authority, and downstream execution remain separate states.

C04Missing, stale, contradictory, unavailable, or insufficient evidence remains governable rather than silently resolved.

C05Containment, refusal, or escalation may be required where search-derived evidence does not satisfy governing conditions.

C06Successful retrieval does not itself confer execution authority.

What ESGL does not claim

These limits travel with the registered baseline.

NON-CLAIM 02Provenance alone does not prove factual correctness.

NON-CLAIM 03ESGL does not claim to eliminate hallucination, misinformation, source compromise, or upstream data-quality failure.

NON-CLAIM 04Registration does not establish universal regulatory compliance, certification, legal sufficiency, production readiness, or independent assurance.

NON-CLAIM 05Human review remains available where law, policy, uncertainty, or consequence requires human determination.

Preserved limitations

Registration does not erase conditions the architecture still has to confront.

SOURCE DEPENDENCYESGL depends on the availability, integrity, and accessibility of external sources, retrieval services, and provenance information.

CONFIGURATIONEffectiveness depends on correctly constituted source policy, authority boundaries, admissibility rules, freshness requirements, consequence thresholds, and escalation conditions.

MISSING EVIDENCEWhere a source does not expose sufficient provenance, timestamp, authorship, jurisdiction, or authority information, ESGL may contain or reject the result but cannot manufacture the missing evidence.

CROSS-PROVIDER COMPLEXITYMulti-source, cross-provider, and conflicting-evidence behavior remains a continuing adversarial-examination surface.

Provenance disposition: The prior ACA-derivation concern was examined against available Elias, TA-14, and documented interoperability evidence. ACA derivation or improper appropriation was not established. Conceptual convergence, antecedent architecture, and documented interoperability remain preserved separately according to the evidentiary record.
