HOW THE BASELINE BECOMES FROZEN
The Pre-Freeze Constitution does not authorize implementation or any operational consequence. It establishes the bounded object against which later evidence, reliance, authority, continuity and consequence can be examined.
TA-14 CONTINUITY RULE
A later state may advance the record. It does not rewrite the state that existed before it.
Earlier states remain visible as part of the institutional record. New evidence, corrections, determinations and state transitions are appended with chronology and provenance. The showroom may become deeper as the record grows; it does not silently rewrite prior states to make the past look like the present.
